Vietnam does not criminalise same-sex relations, but legal recognition of same-sex partnerships remains unresolved. Cities are broadly tolerant; rural areas are more conservative. Knowing the landscape helps travellers make informed decisions.

Vietnam occupies a middle ground that can surprise visitors from both more restrictive and more liberal countries. Same-sex activity is not a criminal offence, yet no legal framework recognises same-sex unions. Social acceptance varies sharply between urban and rural settings, and the situation continues to evolve through legislation and public debate.

Same-sex sexual relations between adults are not criminalised under Vietnamese law. There is no sodomy statute, no law banning same-sex displays of affection in private, and no specific criminal penalty targeting LGBT people as a category.

However, same-sex partnerships have no legal recognition. A 2014 amendment removed a previous prohibition on same-sex wedding ceremonies, meaning ceremonies may take place, but they carry no legal weight — they do not confer inheritance rights, next-of-kin status, joint property rights or spousal visas. Whether Vietnam will introduce any form of registered partnership or civil union remains an open and actively debated question; drafts have circulated in the National Assembly but no legislation had been passed as of mid-2025. Travellers relying on spousal rights — for medical decisions or emergency contact purposes — should carry documentation and discuss contingency arrangements before travelling.

Visa rules and entry requirements are set by the state and can change by decree; the Vietnamese immigration authority and the relevant embassy are the authoritative sources.

Social attitudes: cities and rural areas

Ho Chi Minh City and Hanoi have visible LGBT communities, commercial venues, and a degree of public comfort with same-sex couples that would have been unusual two decades ago. Younger urban Vietnamese, in particular, tend to be considerably more accepting than older generations or rural communities. Public hand-holding between same-sex couples is not unusual in certain neighbourhoods and is generally tolerated rather than confronted in central urban areas.

Outside major cities the picture changes. In smaller towns, rural provinces and highland communities, same-sex relationships remain largely outside public discussion, and visible affection may attract stares, comments or, in some contexts, official attention under broad public-order provisions. The gap between urban and rural attitudes is pronounced and should not be underestimated. Family pressure on LGBT Vietnamese to conform to traditional expectations of marriage and children remains strong across the country, which shapes how local LGBT people behave publicly even in cities.

Foreigners are sometimes granted informal latitude that local LGBT people are not, though this is not a protection that can be relied upon.

Ho Chi Minh City and Hanoi

Ho Chi Minh City has the most developed LGBT scene in Vietnam. The area around Bùi Viện Street in District 1 has a concentration of bars and clubs where a mixed crowd, including LGBT visitors, is routine. Dedicated LGBT venues — bars, clubs, and community spaces — exist and are findable through local community networks and apps, though specific venues open and close with some frequency. The city hosts community events and has a visible, if not always highly organised, activist presence.

Hanoi has a smaller but established scene, with venues concentrated in the Old Quarter and surrounding areas. Hanoi's atmosphere is sometimes described as slightly more conservative than Ho Chi Minh City in social terms, though the difference is one of degree. Community organisations are active, and the city has participated in Pride-related events.

In both cities, apps used globally by gay and queer travellers function without restriction. Standard personal-safety awareness applies as in any large city.

Viet Pride

Viet Pride began in Hanoi in 2012 and has grown into a series of events held annually, typically in August, across multiple cities including Ho Chi Minh City, Da Nang and others. It is one of the most visible expressions of LGBT community life in Vietnam and has attracted significant domestic and international attention.

Events include marches, cultural programming, film screenings and community gatherings. The marches are notable in a regional context — public parades of this kind are not permitted in neighbouring countries. However, Viet Pride operates with implicit rather than explicit official endorsement, and its format and the level of municipal cooperation can vary by city and by year. The status of any given year's events is best confirmed through current community sources as the dates approach.

Hotel bookings and accommodation

Major international hotels in Vietnamese cities routinely accommodate same-sex couples in double rooms without incident. This is standard practice at the international-brand and higher-end independent properties that most foreign visitors use.

At budget guesthouses, homestays and smaller provincial hotels, the situation is less predictable. Some will have no issue; others may offer twin beds by default or show reluctance to book a double for two guests of the same sex. The response depends heavily on the individual property and its staff rather than any national rule. Booking in advance and specifying requirements in writing tends to reduce ambiguity at check-in.

There is no national law that prohibits hotels from accommodating same-sex couples, but neither is there anti-discrimination legislation that would provide recourse if a property refused. Travellers encountering difficulties have no formal complaint mechanism specifically designed for this situation.

Practical considerations

Vietnam does not require travellers to disclose sexual orientation or gender identity at the border, and there is no specific entry restriction targeting LGBT travellers. The general entry rules apply to all visitors equally.

Gender identity and expression sit in a less clearly mapped legal space than sexual orientation. Transgender people are not criminalised, and Vietnamese law has been in flux on questions of legal gender recognition; the current state of that law should be verified against current official sources before travel.

Public displays of affection — of any kind — tend to be more muted in Vietnamese culture generally than in Western countries. This context means that same-sex couples exercising the same discretion as heterosexual couples are unlikely to draw specific attention in cities. Conspicuous behaviour that would stand out in the local context for any couple carries more risk.

Travel insurance policies vary in how they handle medical situations involving partners who are not legally recognised spouses. Reviewing policy terms before departure is advisable for any traveller, same-sex or otherwise, who may need a partner to act in a medical capacity.
